The umbrellas are provided by the authorities (the city government maybe? I don't really know). Though as other's have noted, that's a beach in S. Korea, not China. I believe Haeundae beach in Busan.

as mentioned above...do a bit of fucking research. This is a South Korean beach....looks a lot like Haeundae beach on Busan, but as most Korean coastlines look the same it's hard to say exactly...
