Police officers of the San Diego Police Department and California Highway Patrol pursue a stolen tank through the streets and highways of San Diego. This is back in 1995. The suspect, an ex soldier with a history of mental problems, destroy's anything in the tank's path before police officers jump on top of the tank and shoot and kill the suspect when he tries to take off again.
